Oh, what a terrific fanvid! It not only gives a great sense of this Doctor's character, it's beautifully edited. And although I wasn't familiar with the music selection, "Counting the Beat" by The Swingers, this lovely bit of New Zealand power pop certainly captures the mood of the early 80s. Googling, I see that the singer was formerly a member of Split Enz, an old favourite of mine.
